The Government of Karnataka has proposed an ambitious plan to transform the HAL (Hindustan Aeronautics Limited) Airport campus in Bengaluru into a world-class aerospace hub by 2036. Spread across nearly 700 acres, the project aims to build a $20 billion ecosystem that combines defence, civil aviation, space mobility, and emerging technologies in one integrated district.
The project, titled the HAL Aerospace Renaissance Masterplan (2026–2036), has been prepared by the Karnataka State Policy and Planning Commission and submitted for central approval. The vision is to position Bengaluru alongside global aerospace centres like Toulouse, Hamburg, and Seattle.
The redevelopment focuses on creating a unified aerospace district with advanced manufacturing clusters for airframes, engines, avionics, and rotorcraft. It also includes air mobility campuses and a global training academy expected to train around 20,000 technicians every year.
The project is expected to generate over $20 billion in economic output and create more than two lakh high-skilled jobs. These roles will span engineering, robotics, artificial intelligence, composites, and green energy. The plan also supports national priorities such as defence modernisation and self-reliance in aviation. Global aerospace companies like Airbus, Boeing, Rolls-Royce, GE Aerospace, and Safran are expected to be part of the ecosystem, along with Indian institutions such as Indian Air Force, DRDO, and ISRO.
The project is divided into three phases. Between 2026 and 2029, the focus is on approvals, land-use optimisation, and infrastructure groundwork. The next phase, from 2029 to 2033, will see the development of MRO clusters, smart hangars, and digital aviation systems. The final phase, from 2033 to 2036, will complete integration across civil, defence, and space aviation, along with green energy adoption.
In the initial stage, a new 32,000 sq. m terminal is planned along with a seven-storey parking facility for around 500 vehicles. Road widening projects are also being studied to improve connectivity and reduce congestion in central Bengaluru.
The project is currently in its early stage, focusing on approvals and groundwork. Final clearance is awaited from the Ministry of Defence. A major challenge is the existing agreement with Bangalore International Airport Limited, which restricts commercial operations at HAL Airport until May 2033 without a No Objection Certificate.
The state government is in discussions with BIAL to allow early domestic operations and has even offered to absorb potential financial losses. Meanwhile, a separate proposal for a second greenfield airport is also under study to support future demand.
Beyond aviation, the plan includes testing corridors for electric air taxis and autonomous systems, making it a forward-looking project. With strong central interest and ongoing coordination, the HAL redevelopment is evolving into more than just an airport expansion. It is a long-term strategy to establish Bengaluru as one of the world’s top aerospace cities by 2036.
