Chennai’s coastline could see a major shift as new transport infrastructure is planned alongside existing road and water networks. The proposed Chennai-Puducherry sea-link corridor is being prioritised by the Tamil Nadu government to strengthen coastal connectivity, reduce pressure on existing routes and improve links between ports, industrial areas and tourist destinations.
Alongside the road project, authorities are also examining a passenger boating system through the Buckingham Canal. If these plans progress as proposed, they could create new travel options while supporting tourism and economic activity along the coast.
The existing East Coast Road (ECR) carries substantial tourist, local and commercial traffic between Chennai and Puducherry. The proposed corridor is intended to provide an additional coastal connection while reducing pressure on congested road networks. The earlier feasibility exercise began during the 2025-26 financial year but did not progress significantly. The state government now plans to move the project forward.
The Chennai-Puducherry sea-link would complement, rather than simply replace, existing roads such as the ECR and OMR. The government is also examining a separate water-based transport option through the Buckingham Canal. Chennai Metro Rail Limited (CMRL) is assessing the feasibility of a water transport corridor of around 70 km. Its study will examine canal restoration, navigability, terminals, passenger demand, environmental considerations, costs and integration with Metro Rail, MRTS, buses and suburban trains.
Better coastal connectivity could support tourism by making destinations along the route easier to access. Stronger links between ports and industrial centres could also improve movement between important economic zones. The proposed water transport system could provide another north-south public transport option and reduce dependence on parallel roads. Its feasibility will depend heavily on addressing siltation, encroachments and pollution in the Buckingham Canal.
The proposed Chennai-Puducherry sea-link and the Buckingham Canal water transport plan represent two different approaches to improving movement along the coast. One focuses on elevated road connectivity, while the other explores passenger movement through inland waterways. Together, these projects could strengthen Chennai’s wider transport network and create new links towards Mahabalipuram and Puducherry.
